建议开一个SCILAB的版块

既然开了个MATLAB的版块，就应有一个SCILAB与之对应，毕竟MATLAB有几个人能买得起，为了正途还是推广SCILAB这种开放版权的软件为好。
中国为了自己的发展总有一天会慢慢规范起来的。
